  1. Usage: CTCP <nick> PING <current time>
  2.   Current time is the same as what the function $TIME() returns and
  3.   represents the number of seconds since Jan 1, 1970.  Other ircII
  4.   clients will take a CTCP ping and bounce the time back to you.
  5.   This CTCP function is used by the PING command.
